Abstract:

This study aims to acknowledge the level of challenges facing the implementation of administrative decentralization in Jordan and that is from the point of view of governors and members of provincial councils. Additionally, it seeks to identify statistically significant differences in their responses based on their personal factors. The study obtained its information from primary sources through a developed questionnaire and secondary sources from theoretical literature and previous studies. The study followed a descriptive analytical approach, and for the purpose of collecting data from its primary sources, the study relied on a sample of governors and members of provincial councils, represented by (352) boarders and members. The study concluded that the level of challenges was high. In addition, the study showed no differences in terms of variables such as gender, educational qualification, and age. In light of the study results, the researcher suggests a number of recommendations to address these challenges, among the most important of which is the importance of developing a legislative framework to support the implementation of administrative decentralization. Also, the researcher recommends the need to mitigate challenges associated with the implementation of functional and regional decentralization, particularly the challenges related to achieving decentralized justice for citizens as well as addressing issues related to advocating for the idea of citizens having equal opportunity in the provision of services. In order to reduce difficulties associated with implementing administrative decentralization, whether at the local or regional level, strategies and policies must also be strengthened and taken into action. This entails assigning knowledgeable and capable staff members for this purpose. There is also a need to reduce the difficulties associated with implementing administrative decentralization, whether at the local or regional level, strategies and policies must also be strengthened and taken into action. This entails assigning knowledgeable and capable staff members for this purpose.
