Abstract:

The General Administration in the Hashemite Kingdom of Jordan seeks to apply the concept of e-public administration in the field of public facility management, and in view of the development of the concept of the public facility and the emergence of the so-called idea of the electronic public facility, and because the technical feature is the dominant feature of the nature of that facility, it will inevitably face many obstacles that could undermine its integrity and the continuity of its work such as cybercrime, hence this study to show the impact of cybercrime on the functioning of the electronic public facility, while addressing the most important Jordanian legislation, which included the legal provisions that came to provide criminal protection for the electronic public facility, the most important of which is cybersecurity law No. 16 of 2019, and the Cybercrime Law No. 27 of 2015, therefore, this study is addressed through two topics, as the first explains what the e-public facility is, its concept, and the impact of modern communications and technology on the governing principles of the electronic public facility in two successive subjects. In the second topic, the role of cybercrime in disrupting the functioning of the electronic public facility is addressed, as it clarifies what cybercrime is, its concept from the perspective of jurisprudence, and legislation, and then deals with cybercrime on the electronic public facility, such as the crime of hacking the electronic public facility and the crime of destroying it, and finally the crime of espionage and the publication of documents and secrets of the electronic public facility in two successive subject.
